NOTICE TO BIDDERS

Metroparks Toledo is seeking Letters of Interest from ODOT pre-qualified professional Environmental Consultants to support the Rebuilding American Infrastructure with Sustainability and Equity (RAISE) grant-funded Glass City Riverwalk, Vistula Neighborhood Project along the Maumee riverfront. Please see the attached notice.

Items of Work related to the construction of the Vistula neighborhood portions of Glass City Riverwalk are anticipated to include, but are not limited to: select demolition; extensive naturalized and engineered shoreline (seawall) stabilization improvements; stepped river access; boat docks; paving including asphalt, concrete and/or decorative pavers; retaining and seating walls; railings and bollards; storm drainage; utilities; significant native landscaping; site amenities including kayak lockers, information kiosks, restroom building(s), modest shelter(s), lighting, signage, benches, planters, tables and chairs, trash and recycling receptacles, dog waste stations, water fountains, bike racks and bike repair stations. In General, THE SCOPE OF SERVICES consists of providing professional environmental services to inform design development and undertake permitting - ensuring compliance with all local, state and federal laws and regulations. The Environmental Consultant shall work cooperatively with the Owner and any other consultants on the Project that may be retained by the Owner to advance the Glass City Riverwalk, Vistula Neighborhood Project. The Project will utilize the Construction Manager At-Risk (CMAR) project delivery method for design and construction.

Estimated Construction Cost: $23,885,000.00

NOTICE TO BIDDERS

ONLINE PROPOSALS for Metroparks Toledo, Fall 2026 Reforestation Project will be received until Thursday, April 16, 2026, at 1:00 p.m. local time, at which time all bids will be publicly opened / shared through the PlanetBids website. 

THE SCOPE OF WORK consists of the reforestation of approximately 4.7 acres of parkland on four sites within Glass City Metropark, Lucas County, Ohio with 200 ball and burlap (B&B) trees. Contractor shall furnish and install trees, watering bags, and tree staking/guying system per specifications. All planting areas included in this reforestation project are currently open parkland. Reforestation activities under this project must be completed by December 1, 2026. In accordance with R.C. 307.87 this notice is available on, and Bidders may obtain contract documents and additional information at, www.metroparkstoledo.com/bids by following the Current Opportunities link. 

The bidder must be a tree-planting contractor licensed and registered to work in the City of Toledo and pre-qualified with Metroparks Toledo in order to perform this work. SUBMISSION: Bids for this Project will be accepted via e-bid only through the Metroparks' PlanetBids portal. Each bidder shall be responsible for submitting its electronic bid before the bid deadline. All paper bids will be rejected unless, in its sole discretion, the Metroparks determines good causes exists to accept the paper bid, and the bid is submitted before the bid deadline. 

EACH BIDDER MUST FURNISH a bid guaranty either in the form of (1) a bond for the full amount of the bid or (2) a certified check, cashier’s check or irrevocable letter of credit in an amount equal to ten percent (10%) of the bid with its bid.  The successful bidder must furnish a 100 percent (100%) Performance and Payment Bond. 

No bidder may withdraw its bid within thirty (30) days after the actual date of the opening thereof. 

THE BOARD OF PARK COMMISSIONERS OF THE METROPOLITAN PARK DISTRICT OF THE TOLEDO AREA reserves the right to reject any or all bids, and to waive any informality in bidding.
