Roundabout Announced for Monclova and Wilkins Roads

Roundabout Project at Monclova Rd. and Wilkins Rd.

The Lucas County Engineer’s Office (LCEO), in partnership with the Ohio Department of Transportation (ODOT), is proposing to install a roundabout at the existing 2-way stop intersection of Monclova Road and Wilkins Road in Swanton Township, Lucas County, Ohio. The proposed roundabout will include lighting and a landscaped center island. Associated work includes new asphalt and concrete pavement, concrete curbs and gutter, drainage improvements, earthwork, pavement markings and signage, and intersection lighting. Construction is scheduled to begin in June 2026 and be completed by November 2026. The proposed work will require closure of the intersection for 45 days. Detour information will be posted in advance of the closure.

A portion of the proposed construction activities at the intersection of Monclova Road and Wilkins Road will take place within Oak Openings Preserve. This resource is designated as a public recreational property and is afforded protection under federal law. As such, measures to minimize harm will be implemented and advanced public notice will be given to this recreational property. Impacts to Oak Openings Preserve include the following:

  • Construction activities will not require closure of horse trails or hiking paths adjacent to the project area, but a small section of Oak Openings Preserve within the project area will be temporarily restricted to the public during construction for the safety of visitors.
  • An estimated 0.12 acre of permanent right-of-way acquisition will be required from this property to construct the project.

Measures to minimize harm will be implemented and advanced public notice will be given to this recreational property. The following measures to minimize harm will be implemented as part of the project:

  • Access to the Wabash-Cannonball Horse Trail Connector and Oak Openings Hiking Trail shall be maintained at all times during construction activities.
  • Appropriate signage shall be installed to alert users of the Oak Openings Preserve of
    construction activities, access restrictions or closures, and to direct users to secondary
    access points.
  • The contractor shall be required to closely coordinate the construction schedule with ODOT, the Lucas County Engineer, and Metroparks Toledo prior to the start of construction activities.
  • The staging and/or storage of construction equipment or materials shall not take place outside proposed construction limits that are within the defined boundaries of Oak Openings Preserve.
  • The project will not result in any substantial impacts to environmental resources. Due to the permanent acquisition of land from Oak Openings Preserve, the Lucas County Engineer’s Office is seeking public input regarding the proposed impacts. Please provide comments by August 28, 2024 to:
